1981 IN REVIEW
Having gone 10-21-1 over the past two years, the pressure was on Bart Starr to win or else. Green Bay opened the season with a 2-6 record, marking the sixth time in seven years the Packers had a losing record at the midway point of the season under Starr. Squandering a 17-0 lead to Atlanta in Week 2 and losing Eddie Lee Ivery for the season in the opener for the second time in three years appeared to point the way toward a new head coach. In October, 90 percent of the respondents to a Racine newspaper's poll said it was time for a change. On September 17, Green Bay sent three draft picks (1981 first-round, 1982 second-round and 1983 first-round) and WR Aundra Thompson to San Diego for star WR John Jefferson and a 1981 first-round draft choice. Finally, in Week 9, the Packers began to show signs of life. Following a week of community events, Green Bay crushed Seattle 34-24. By Week 15, the Packers were 8-7 and in the playoff hunt. A 28-3 loss to the New York Jets in the season finale ended the playoff hopes, but an 8-8 record gave Packer fans hope.
ONE GAME FROM THE PLAYOFFS
By all accounts, the Green Bay Packers were well on their way to another losing record at the midway point of the 1981 season. With a 2-6 record, the team appeared to be in complete disarray, with many calling for the ouster of head coach Bart Starr, following the two previous seasons' combined 10-21-1 record. Then, as shocking as anything in the NFL that season, the Packers won six of their next seven games, and found themselves on the cusp of their first playoff berth since 1972. Thanks to Philadelphia's blowout win over St. Louis, the Packers only needed to beat the New York Jets in the season finale to wrap up the last wildcard slot in the NFC. The Jets found themselves in a similar position. After going 4-12 in 1980, New York started the season 0-3, with a quarterback controversy, an altercation between quarterback Richard Todd and sports writer Steve Serby and speculation about head coach Walt Michaels' job. Then, the Jets roared in the second half, winning six of seven before their season-ending game with the Packers. Led by their vaunted ‘Sack Exchange’ defensive line, the Jets sacked Lynn Dickey nine times and held Green Bay to 84 total yards. The Packer coaching staff put OG Arland Thompson in the starting lineup, and he was a basket case. The Packers elected to run behind him on consecutive plays at a critical point in the game. Second and 1 at the Jets' 13 quickly turned into a fourth-and-2 situation, and the season was lost. On offense, Richard Todd threw two touchdown passes, one each to Wesley Walker and Johnny (Lam) Jones. When the game was over, hundreds of fans charged the field, with dozens tearing down both goalposts in celebration.
RICH CAMPBELL - THE HEIR NOT SO APPARENT
Lynn Dickey was only 30 years old in 1980, but his body had been through the football wars and showed the scars. In a move which haunted the franchise for many years, Green Bay elected to draft Rich Campbell with the 6th pick in the 1981 draft. Hailed as a strong-armed quarterback who would be the team's future, it was quickly determined there was a flaw in Campbell's delivery. He would hardly ever see the field though and in four seasons attempted only 68 passes throwing nine interceptions to only three touchdown passes, completing less than 45% of his attempts. He could never unseat, who responded with the best year of his career in 1983, even though it wouldn't prove enough to save Starr's coaching career. One year later, Campbell was gone too. As for who the Packers passed on? LB and future Pro Bowler Hugh Green went next in the draft to Tampa Bay, and San Francisco then selected future Hall of Famer Ronnie Lott.

via Montana's 1-yard touchdown run, which capped an 11-play, 68-yard drive; fullback Earl Cooper's 11-yard scoring pass from Montana, which climaxed a Super Bowl record 92-yard drive on 12 plays; and Wersching's 22- and 26-yard field goals. The Bengals rebounded in the second half, closing the gap to 20-14 on quarterback Ken Anderson's 5-yard run and Dan Ross's 4-yard reception from Anderson, who established Super Bowl passing records for completions (25) and completion percentage (73.5 percent on 25 of 34). Wersching added early fourth-period field goals of 40 and 23 yards to increase the 49ers' lead to 26-14. The Bengals managed to score on an Anderson-to-Ross 3-yard pass with only 16 seconds remaining. Ross set a Super Bowl record with 11 receptions for 104 yards. Montana, the game's most valuable player, completed 14 of 22 passes for 157 yards. Cincinnati compiled 356 yards to San Francisco's 275, which marked the first time in Super Bowl history that the team that gained the most yards from scrimmage lost the game.

The Eastern and Western Football Conferences, which had carried on as separate and autonomous entities since the founding of the CFL in 1958, agreed to a full merger prior to the start of the 1981 season. With the merger, the Eastern and Western Football Conferences were dissolved and renamed as the East and West Divisions. The merger authorized the CFL to have full authority over decisions, including the adoption of a full interlocking schedule for both divisions. All nine teams played each other twice, once home and once away, regardless of their affiliated division. With the exception of six seasons; the three seasons of the CFL's U.S. expansion era from 1993 to 1995 and three seasons during the COVID-19 pandemic from 2021 to 2023, the League's teams played at least one game home and one away versus every other team in the League since the 1981 season. In addition, the merger set up the CFL Board of Governors and the CFL Management Council to replace the Executive Committee and the General Managers Committee. Berger retired and sold the team to Nelson Skalbania, who brought in high priced NFL talent who did not adapt to the Canadian game, bringing a terrible losing season to Montreal (they did, however, make the playoffs due to the weak division that year), and with it, a loss of fan support, and he lost money and because of the high priced talent he bankrupted the team. So the team folded after the season, but a year later, a new team, the Montreal Concordes, owned by Expos owner Charles Bronfman, took over the team's players and history. The East was so weak this season that the Calgary Stampeders, despite being the West's fifth place team, finished with a better record than the second place Ottawa Rough Riders. Ottawa nevertheless upset the Hamilton Tiger-Cats and qualified for the Grey Cup despite winning only five games in the regular season finishing seventh overall. The ensuing controversy over having a 5–11 team playing in the Grey Cup played a large part in eventually persuading the league to implement a cross-over rule permitting a fourth place team in one division to qualify for the playoffs in place of a third place team in the other division with a weaker record. Nevertheless, the current rule makes no provision to allow a fifth place team to make the playoffs even if its record is better than that of the second place team in the other division, which occurred in 2018.

An Unlikely Story: How the 1981 Ottawa Rough Riders Just Missed a Miracle
The city of Ottawa's history with football goes back to 1876. The Ottawa Rough Riders were historic. For Howie Mooney, they were the first team he remembers cheering for back in the 1960s. Life back then was a tremendous football party. From 1960 to 1976, the team appeared in six Grey Cup games, winning five. In late 1996, the team and the franchise folded. Ottawa had no football for a few years. The Renegades came to town for a brief visit from 2002 to 2008. Then the RedBlacks brought the game back to Canada's Capital in 2014. They won the Grey Cup in 2016. That forty year period between Grey Cups was filled with a few ups and many downs. Before 2016, the only sniff Ottawa football fans had of a national championship was in 1981. That team took fans on a parade of despair until they began to put things together late in the season. Their short period of success saw them defeat the favoured Montreal Alouettes in the East semi-final and then they went into Hamilton for the East final. Ottawa was a huge underdog. Remarkably, they beat the Tiger-Cats and advanced to the Grey Cup against the three-time champion and 22 1/2 point favourite Edmonton Eskimos. The Riders competed and came oh so close to the most improbable victory. It was a Cinderella story...until the clock struck 12. It was truly an unlikely story.

EDMONTON ESKIMOS 26, OTTAWA ROUGH RIDERS 23 - It wasn’t supposed to be this close. The Edmonton Eskimos were seeking an unprecedented fourth straight Grey Cup title, winners of a league record 14 regular season games. Their opponents were the Ottawa Rough Riders -- perhaps the worst team in CFL history to make a Grey Cup final -- winners of just five regular season games. The Eskimos entered the game as 22½ -point favourites. But someone forgot to tell the club from Ottawa. Led by rookie quarterback J.C. Watts, the Riders jumped to a surprising 20-1 advantage at halftime in the freezing temperature of Montreal’s Olympic Stadium. A pair of 34 and 37-yard field goals by Gerry Organ in the game’s opening 10 minutes gave the Riders their initial lead. Ottawa continued its assault late in the first quarter when Rick Sowieta intercepted a poor throw by Edmonton quarterback Warren Moon, helping to set up a one-yard touchdown run by Jim Reid. Those who thought Ottawa’s 13-0 lead was an anomaly continued to be amazed in the second quarter. Moon was intercepted again, this time by John Glassford, helping to set up Sam Platt’s 14-yard touchdown run. Moon was lifted for a short period in favour of Tom Wilkinson, playing in his final CFL game. Once his composure was regained, Moon was sent back on the field and jump started the Edmonton offence in the second half. Jim Germany scored Edmonton’s initial touchdown, scoring on a two-yard run. It helped that Ottawa began to self-destruct. A Watts fumble was recovered by Dale Potter, putting the Eskimos on Ottawa’s three-yard line. Four plays later, Moon scored on a goal-line sneak. Moon, however, had a costly fumble on his own in the fourth quarter, setting up Organ’s 28-yard field goal to put Ottawa in front by eight. But Moon made up for this gaffe with another goal-line touchdown with less than five minutes remaining. A successful pass to Marco Cynear for a two-point convert tied the score, setting up some late-game dramatics. With three seconds left in regulation, veteran place kicker Dave Cutler booted a 27-yard field goal to send the Eskimos to the record books. Cutler had missed from 24 yards out in the first half. It marked the last game for Ottawa’s Tony Gabriel in his Hall of Fame career. Gabriel played the final with an injured left knee. Outstanding Offensive Player: J.C.
